There's nothing wrong with having a language containing no translation files. In fact, en_US _is_ such a language. If the code had been written with say, german strings then de would have no translation files and en_US would have translation files.

Hint: If you want to change various strings without touching code, create a translation file for the current language with whatever strings you want to see.
